Meet the Council

  • Sue Scott
    Sue Scott

    Sue was elected to a four year seat on the City Council in November 2009. She settled in Moscow in 1981 and began her own business in 1983 with her husband Stu. Sue has an AA degree in history and a Bachelors of Arts in Psychology. She volunteered her time on the Planning & Zoning Commission for 10 years prior to running for City Council. Sue and Stu have four children and 7 grandchildren.

  • Dan Carscallen
    Dan Carscallen

    In November of 2007 Dan was elected to a four year term on the City Council. Dan was born and raised in Moscow, and is a graduate of both Moscow High School and the University of Idaho. In addition to his duties as the clerk of the North Latah County Highway District, Dan and his wife Debby are EMT/Firefighters with the Moscow Volunteer Fire Department. They have two children.

  • Tim Brown
    Tim Brown

    In November 2009, Tim was elected to a four year seat on the City Council. Tim was born and raised in Moscow. After graduating from Moscow High School and the University of Idaho, he spent three years in the US Army and 20 years in the National Guard/Army Reserve before retirement in January 1993. Tim owned and operated Brown's Furniture for over 30 years before closing the doors July 2008.

  • Tom Lamar
    Tom Lamar

    In November of 2007 Tom was elected to a four year seat on the City Council. Tom has served as the Executive Director of the Palouse-Clearwater Environmental Institute (PCEI) since 1990. He teaches Conservation Leadership in the University of Idaho. Tom holds an MS degree in Environmental Science from Washington State University (1985) and a BA from University of Delaware. He has lived in Moscow for 22 years, and has served on the City of Moscow Transportation Commission.

  • Walter Steed
    Walter Steed

    In 2007 Walter was elected to a two-year seat on the City Council and in November 2009 he was elected to his current four-year seat. Walter, who has an MBA from the University of Idaho, is a consultant who writes and administers Community Development Block Grants for Idaho cities and utility districts. These grants fund the construction of water and sewer systems, streets, community buildings, low-income housing and downtown revitalization. Walter has lived in Moscow with his wife Mary since 1989 and previously served as Chairman of the City of Moscow Transportation Commission.

  • Wayne Krauss
    Wayne Krauss

    Wayne is currently serving his second term on the City Council, having first been elected in 2007 and again in 2011. He served as Council President for the years 2010 and 2011. Other than the four years he spent in the United States Coast Guard, he has lived in Moscow all of his life. He worked for Martin's Auto Service for 35 years where he was General Manager for the last 18 years. He retired from full-time employment in 2010 but continues to stay very busy with his Council work as well as many outside interests. He and his wife Gail have been married for 38 years and have two sons and three grandchildren.
